Background
- Three Canadian water utilities (X, Y, and Z) wanted to compare and contrast their performance in managing infrastructure, consumer, and financial metrics related to their sanitary sewer network.
- Each utility had different network inventory, pipe length and condition, I&I, consumer water demand, operational expenses, and population.
Approach & Scope of Work
- Strategic-level policy levers were adjusted to simulate financial sustainability strategies for each utility.
- Benchmarking performance indicators (BPIs) were developed by construction ratios of simulation results from the infrastructure, consumer, and finance sectors.
- The resulting BPIs scaled results from each utility so that they were directly comparable.
- The BPIs focused on issues such as sustainability and strategic targets over the lifecycle of the infrastructure.
Outcome
- Our BPIs bring together professionals from engineering and finance, within the utility, to work on a set of common objectives.
- Results can be used by the utility to rationalize their management strategy to city council and regulators through comparing and contrasting their past, current, and future performance to that of other utilities; locally, nationally, and globally.
Some of the BPI’s for the watermain network included:
- Infrastructure Condition Efficiency – meters of pipe that have exceeded their design [m] per capita [c]
- Water TotalEx Efficiency – total capital expenses [$] divided by the supplied water from the water treatment plant [m^3 ], and further normalized by the water distribution network length [m] and population [c]
- Water Loss Efficiency – annual water loss through the water distribution network [l] per meter of network length [m] per capita [c] per year [yr]
- Water Demand – users’ average daily water consumption [lpcd]
